ทั้งนี้พ.ต.ท.ทักษิณได้เขียนจดหมายเปิดผนึกที่โพสต์อยู่ในเว็บไซต์ขององค์กรนี้ว่า สำนักงานของมูลนิธินี้ตั้งอยู่ที่ฮ่องกงและสหรัฐอาหรับเอมิเรตส์(ยูเออี) โดยมีวัตถุประสงค์เพื่อสร้างผู้นำรุ่นใหม่ในแวดวงธุรกิจและการเงินในภูมิภาคเอเชียและจะช่วยกันร่างนโยบายด้านการพัฒนา โดยมูลนิธินี้เริ่มดำเนินการโดยพ.ต.ท.ทักษิณมาเมื่อ 1 เดือนหลังจากถูกศาลตัดสินจำคุก 2 ปีในคดีที่ดินรัชดาฯ
